Do you think it is a good idea for children to have cell phones?

I don’t think so. I have two reasons to support this idea.
First, it is not safe for children to use the Internet. (Why not? Example!)
Second, I think that children do not have much time to study because they often use it too much. So it is necessary for parents to limit (the time to) use phone until they graduate junior high school that is on the way of compulsory education.
いくつか、内容を検討してみましょう。
Firstの理由として、「インターネットには子供にふさわしくないコンテンツが多いー例；暴力、ポルノなど」を挙げるとよいです。
Secondの理由として、addictive 「依存性がある」という言葉があります。ゲームや、ネットサーフィンはやめられなくなる。など。
ほかに、最近の研究では、「長時間（＝2時間以上）の習慣的（週5日以上）の使用は、うつ病や、強い依存症の原因になる」というものもあり、また、目が悪くなることも証明されています。こうした点も取り上げるとよいでしょう。
あと、親による使用時間の制限については、高校卒業まで、としてもよいでしょう。社会的に成人として認められるまで、という意味です。
