今度は逆に、賛成の立場に立ってみます。
書く前に、いくつか整理してみました。

I think it is a good idea for children to have cell phones for the following two reasons; urgent contact and usefulness.
First, we cannot predict what will happen in the world. Many people died in the Tohoku earthquake. In these emergency cases, cell phones are a useful device to communicate with family members. When we see a traffic accident on the way home, we can report it to the police at once. Cell phones are useful in such urgent contact.
Second, cell phones are useful. Since we can access the Internet, we quickly learn meanings of difficult words, or names of great writers. Look at the world and you will see a lot of adults use their phone in business, pleasure, entertainment and so on.
With cell phones, children can learn a lot more about the world.
